Do you care if you pay for recycling that nds up in the landfill?  From July 2015 to May 2017 Fort Smith residents were charged for their curbside (single stream, mixed, all-in-on, roll-out) recycling, that went to the landfill. Citizens won their lawsuit in lower court.
